Phone Number doesn't support foreign phone numbers

Foreign phone numbers have a '+' at the beginning and cannot be recorded here. For example, there is a client with a phone number from China: +86 13399998888

Only few users will be effected so severity is low. Can just add support at the beginning.

Team's Response

It is not meant to be delivered in v1.6, as stated under Developer Guide’s Future Enhancements #1. However, we acknowledge that it can be done better. Therefore, the response will be out-of-scope, instead of rejected.
