The option for users to add a deadline using String format is so users have the flexibility to specify a deadline such as "tomorrow", "by the time the maintenance guy arrives", "12:00-12:30", "12 noon", etc. We impose no restrictions on how the user can describe the deadline and they can write anything they want, there is no "wrong" String format. (The only format they have to follow is if they specified a Date deadline). Since there are too many ways in which a user can specify a "wrong" time, it is impossible to keep track of all of them and the onus is on the user to specify a time that he himself can understand.
