Order of commands in UG

Should creating a doctor come before booking an appointment? A user may get stuck if he follows along to the user guide as creating a doctor comes after booking an appointment

We do not always use the program in that particular order. Sometimes doctors already exist in the .txt files. As such, we reject this.
