The usage for adding of order is confusing

Does the ordering function is meant for the consumer as user or for the staff? The example given is meant for the staff to create a set meal which doesnt make sense to have a print receipt function. From the way it is design, adding of order seems to be meant for the user to order their food.

Functionality complies with documents.

Consumer says he wants a dish, staff adds it.

Staff can print receipt once consumer finishes food and wants to pay for order.
