Duplicates of the same budget #1722

The application is able to accept duplicates with different case sensitivity as shown below:

Budget 2 and 6 are exactly the same in value and name, just one with a capital S.

Original function disallows budget duplicates

However by accidentally inputting the wrong case sensitivity, the user will be able to create the duplicate budget. This goes against the reason why the application restricts it to begin with.

Dear Tester,

It has been stated clearly in the User Guide that command and action names are not case sensitive but any parameters and parameter values. For example, the name of the budgets are case-sensitive.
