inconsistency in reminders `view` #2100

I am not sure how the Reminder: in view works, because as shown in the photo, category 1 has a budget of 0 and an event with expense 2, but there was no reminders for it

However, in category 2 also has a budget of 0 and an event of expense 6, and there is a reminder stating that the budget have exceeded

Not sure if this functionality was intended and whether or not it was already documented and that i missed it, but maybe the behaviour of the reminder could be better documented to explain its purpose?

As indicated in the User Guide, events will be classified into two types, namely one-time expenses and monthly recurring expenses. If we calculate the total expense, it would lead to a big number if the recurring expenses started a long time ago. As the budget is only updated when the user types in the command, it does not make sense to compare the budget with total expenses including recurring expenses. Therefore, it is not a bug and we should have specified more clearly in the User Guide.
