Not enough javadoc comments

"At least half of public methods/classes have Javadoc comments." Does this mean I have to write comments for both methods and classes?

If so, I realized that I have not written enough javadoc header comments (I think) after I have looked at the peer evaluation. I have written javadoc comments for my methods only. Is it ok if I add on javadoc comments in the latest commit in my iP

Hmmm... you can add it now; however, if the peer evaluation has been completed, nothing can be done
