May I ask why is option D wrong? Is it because the usage of terminologies are strict such that "designing a product" strictly refers to the "design phase" only, and does not overlap with the "specify requirements" phase? Thank you.
We are referring to design. Usually, in the design phase, you build starting from the requirements which already has customer input.
