Behaviour does not match User Guide entirely

User Guide says "Extraneous parameters for commands that do not take in parameters (such as help, topics, bye) will be ignored."

The commands in the example were ignoring the extra parameters (which is good) but when I tried with the "suggest" command, it does not automatically ignore anymore

I believe we forgot to specify in the UG that it will not ignore extra parameters for the Suggest feature
