[Timetable] Classes are allowed at odd hours

Given that you are using a 24 hour clock, it is illogical to allow students to place classes at 1am.

As per the UG, CantVas does not impose a restriction to the timings the user wants to add as we understand that university students have varying timetables or online exchange classes in a different timezone. Thus allowing students to classes even at odd hours
