Current monthly balance is different at the relaunch of the app #752

Monthly budget once set is reset every time the app is launched. Is this an expected behaviour?

To reproduce

  1. set balance to 1000
  2. add expense for 2000
  3. list -> the output shows balance -1000
  4. exit the app
  5. relaunch and list balance is 1000
