timezone hard coded in InstructorEvalsPageUiTest #1717

Contain '8.0' (Singapore time zone) is hard coded in this test. Some contributors from elsewhere are reporting test failures.

Tested it by changing my own computer's timezone and it seems fine. Will merge now.
