Unable to insert 2nd last step for editprepstep #407

For a newly added recipe called "cake", with this list of prep steps:

when I try to input "editprepstep cake ins/ 3 step/ do that again", the following error is given:

insertion for prep step not properly accounted for. could be a bug in the code which checks for whether the position is a valid position to be inserted in.

Tried the same command and it runs successfully.
