This PR adds a nushell script that downloads nushell from nushell/nushell GitHub Releases and produces a .deb archive from the binaries. It includes some necessary template files that debian packaging require.
Scope
This PR does not pursue getting nushell available as an officially published package with Debian, the aim for now is simply producing a valid .deb archive that could potentially in the future be hosted somewhere like packagecloud.io or otherwise.
