[Feat] Develop ansible modules for Prism Element Configuration #244

Requirements:

Create modules to configure Prism Element settings. This could be use part of the cluster deployment workflow or to monitor and configure parameters of multiple Nutanix clusters.
- HTTP Proxy
- Name Servers
- NTP Servers
- SNMP
- SSL Certificate
- SMTP Server
- Alert Email Configuration
- Rebuild Capacity Reservation
- VM High Availability
