[Imprv] add functionality for updating floating IP to module ntnx_floating_ips #303

Describe the request Add functionality for updating floating IP entity using ntnx_floating_ips module. Identify floating IP components which can be updated and add functionality as per that.

Current behaviour Only floating IP create and delete is supported

Expected behaviour Floating IP update should be supported.
