incorrect workflow for first pc configuration #18

Description

When running the config-pc workflow for the first time, the pc-config.yml lets you specify a new admin secret, but then does not use that updated secret for the rest of the workflow which results in unauthorized errors. Also, when using secrets with special characters (such as ones ending with ! or starting with %), the password is incorrectly updated with the wrong string or the workflow fails when reading the yaml configuration file.

This issue has been resolved and the fix will be included in the upcoming release.
