Update API level #111

The current API level of mixare is google api 9.
This makes it hard to build mixare for new users, since the api level 9 is 
obsolete and not supported, thus a little bit hard to download.

I would suggest to update the API level of mixare to a higher version, I.E. the 
newest is 15 thus providing some performance benefits to even android version 
4.0.3.

I am worried that I cannot personally test on a level 15 device before pushing 
releases to the market. If you have this option (including testing with 
external launchers etc.) then I have no objection.
