import new sampling data: temple.us 2021 (Year 14) #420

Also enter PAR data for 2020 (included in 2021 data file). Cover and biomass from 2020 already entered.

Reuploaded all years of data to get proper dates entered. While doing this I noticed major discrepancies in number of entries for cover and biomass in early years. Cover appears to be due to missing substrate values in early years. Biomass is more concerning, many fall samples are just missing in database, no clear systematic reason for this.

All data reuploaded with 'import-temple partial-reupload-2007-2021.sql'. Poorly named! This ended up being a full reupload.
