Yes correct, dead grass biomass is definitely senesced material from the previous growing season that remained (got carried over) because there was no fire last year in winter.
We clip in April every year, which is at the end of the growing season (so we make sure we get an accurate measure of biomass from that season) but before the frosts arrive i.e. before the biomass senesces. So we know that any senesced material is from the previous season that remained because it was not removed due to the absence of fire.
