Simplified Chinese (zh-Hans) addition. Traditional Chinese (zh-Hant) relocation.

Note: Folder name fragments zh-Hans and zh-Hant are based on iOS localization convention. These folder name fragments still need to be verified to be accurate for Android OS.

Simplified Chinese (zh-Hans)

• Adds Simplified Chinese (zh-Hans) translation in values-zh-Hans.

Traditional Chinese (zh-Hant)

• Places Traditional Chinese (zh-Hans) translation in values-zh-Hant.
• values-zh is redundant now to values-zh-Hant.
  • I left values-zh in-place to not break the current build as-is.
  • If values-zh can be removed in favor of just using a more specific folder name (e.g. values-zh-Hant), this would reduced redundancy in the localization workflow.

The last commit (b4a8cb0) has a small number of Simplified Chinese updates from the iOS prelease v3.4.17 translator testing. The iOS SC translation testing has now been completed and is proceeding to general release.
