Adding a Node as notary #32

This is purely handled by the network map. Notary nodes do not identify themselves as any other nodes. It's the task of the discovery service to update network params if a Node publishes itself and the discovery service has signed it previously as Notary!

Current version just checks if the string notary is in the name
