Service types must be unique, but this can't be guaranteed due to the CRDTs #242

RFC006 states:

A DID Document MAY NOT contain more than one service with the same type.

But the DID document CRDT merging could lead to multiple services with the same type.

It needs to be clear how this should be handled.
