Need a tabcolsep parameter as well #39

having a dust element tabcolsep and tabrowsep will allow the user to define how much space is put between each cell. It will also be useful in defining that the width of \parboxes in multicolumn settings.

So the elements exist, but they aren't yet used nor are they documented.

\tabcolsep is documented, but it turns out tabrowsep isn't really a thing. So I'm not including it and may come up with something later. But for now, specifying the row height will have to do.
