Create a `row_logic` argument #67

By giving the conditions a row must meet, rows may be formatted dynamically (ie, without knowing the exact row number)

This may also help prepare for sprinkle_gradient and sprinkle_discrete functions.

The argument ended up being named logical_rows to ensure it didn't conflict with partial matching of arguments, such as row being short for rows.
