Write `get_dust_part` #72

The documentation for dust claims that the dust_part function is a planned development for extracting a part of a dust object (such as the header or footer) to assist in building a custom header or footer. The extraction would be useful, as it would ensure the correct column dimension to begin working with.

I should write this.
