[DOC]: Release container should include the documentation build

Describe the problems in the documentation

Currently the release container performs a copy of the docs from the source repo

COPY "${MORPHEUS_ROOT_HOST}/docs" "./docs"

However this copies the documentation source, ideally we would instead perform a documentation build and include the html build in the release container.
