Document (and fix) several common issues.

When merging this, I'll manually run the crontab command for an addon suffering from the 'missing po file' issue to exercise that code pathway.

I've disabled all cron jobs for nvdal10n, I'll merge this, and test out the code changes manually, then reinstate the cron jobs
