inaccurate speech when report tooltips is checked

Steps to reproduce:

• ensure report tooltips is checked in object presentation category of settings

• either:

  1. open input gesture dialog
  2. expand various categories

• or:

  1. goto desktop

• move up and down with up/down arrow keys/or with start letters

  Actual behavior:

  Although nvda speaks items, it is confusing that selected item may be spoken with other item tooltip.

  Expected behavior:

  Selected item should not be spoken with other item tooltip.
