Did this break in a recent version of thunderbird or NVDA? Do you know which version of thunderbird or NVDA which it broke?
Unfortunately I do not know when that behavior has appeared but I just tried same (some text then control+home, then control+a, then scroll forward, and then scroll back) with this edit field getting same result (I did not checked).

This seems to be thunderbird/firefox problem. I just tried with chrome, and I was unable to reproduce this.
I edited steps to reproduce.
cc: @jcsteh at least for Firefox. I think there were some changes with regard to caret movement in NVDA recently. Maybe this had an impact.
Steps to reproduce:
Thunderbird:
firefox:
Actual behavior:
Nothing happens.
Expected behavior:
Scrolling should succeed.
