@shadyar, please try the COM Registration Fixing Tool, in the NVDA Tools menu, and determine if the issue reproduces.
It likely will not have any effect, but this is not eliminated yet. The modern issue template addresses this, but the answers you filled out do not include it.
@josephsl, any thoughts on this if you get a chance?
@XLTechie @josephsl, I tested the issue after running the COM Registration Fixing Tool, in the NVDA Tools menu,it had no effect on it.

Steps to reproduce:
when you open Windows Defender Firewall on windows 10 and choose Advance settings then choose one of child items from the tree-view like inbound rules, NVDA does not navigate on buttons of firewall rules settings like "New Rule" using Tab key. it is just possible by navigation mode.
Actual behavior:
NVDA ignores the buttons.
Expected behavior:
you should able to navigate through the buttons by pressing Tab key.
