Use of fiat process part #21

Why use fiat process part? This is at odds with current OBI usage,
btw. Processes tend to be mostly fiat anyways - often in what look
like non-fiat processes, there are only discontinuities in either the
spatial, or the temporal, but not both. At the molecular level, is the
reaction in which co2 dissociates to release oxygen and form carbon
monoxide fiat? If not, what are the discontinuities that bound it?

I don't have an answer for the molecular level example...but it seems that 
Clinical
History Taking, Laboratory Test, and Physical Examination (the current fiat 
process
parts in OGMS) are processes bounded by socially determined times (e.g., 
appointment
times).  They were made fiat for this reason. 

If there is a more consistent usage of fiat process part in OBI, please point 
to it
and we can move these terms to process.

Just to get a handle on this...is the recommendation to move all fiat process 
parts 
to processual entities?
