procedures vs. treatments #67

Hi,

is treatment covering all kinds of medical procedures or do we need to 
represent that in OGMS as well? Maybe we have come across that issue before, 
so, excuse me for bringing it up again. It seems that procedures are part of a 
treatment. How do we account for that in OGMS?
