Should "treatment" not be a "planned process" #78

Folks,

I am just working with OGMS and I am wondering why "planned process" is not 
part of OGMS.
Right now, I am looking at treatment and the definition says

"A processual entity whose completion is hypothesized (by a healthcare 
provider) to alleviate the signs and symptoms associated with a disorder"

To me this look like treatment is a planned process according to OBI. Why not 
have it that way?
