Default bower.cmd path on Windows #21

I found myself adding this code to every settings.py file on my development machine, which happens to run on Windows, so I thought, what the heck, how about this.

Thank you for a great django package, man!

Also, I added -F option to bower_install in the meantime.

This commit seems to leave the Travis builds failing.
