"Settings and Management" Window type

On Gnome 3.6 the "Settings and Management" Window has two issues:

• it's always on top the note windows (I cannot drag a note window in front of it)
• it has no close Button (the "X" on the top left or right window corner depending on your DE)

Somehow the option mentioned seems to be missing in Gnome 3.6. A close button could be added as a crude workaround.
