How is power consumption estimated?

This is an inquiry.

I notice that in NVDLA primer, there's an area and performance example: http://nvdla.org/primer.html#example-area-and-performance-with-nvdla.

It includes a power estimation. And How is the power consumption estimated? For example, what power estimation tool is used? What estimation flow is used?
