[Feature] Build rocks binaries for `arm64` architecture #1

The ARM64 architecture is being widely used today and this could help increase the adoption of rocks.nvim, especially among apple silicon users

Definitely a good idea. Until GitHub has M1/M2 runners, I think we would have to self-host a runner though.
