revert: don't depend on luarocks-build-rust-mlua #20

This reverts commit 0df05df3ee337df006f6f040db81ed1cf49ceee6.

It seems like luarocks on Windows expects a Makefile.win. And the reason we introduced this change (broken on Windows) has been fixed with luarocks 3.11
