Add 2016 election precinct shapes for Idaho #10

This state is in priority tier 1 (out of all US states) according to https://lawreview.uchicago.edu/sites/lawreview.uchicago.edu/files/uploads/82_2/04%20Stephanopoulos_McGhee_ART.pdf (via http://mike.teczno.com/notes/redistricting/measuring-efficiency-gap.html).

When researching & requesting data also ask for matching election results (presidential, congressional, state house, and state senate) in addition to the precinct shape data for 2016, and for earlier election years if available.

There’s something very off about the projection in the 2001 file above. It reports as tranverse mercator, but reprojecting to 4326 puts it near the equator.

Yikes, I don't see a clear path forward here. I've looked at other datasets from the same source and they do register correctly, it's this one that is funky. Suggest we merge this now, and figure out the projection later (so not add it to the status map).

An aside: interesting map of who's responsible for geo data county-by-county in Idaho (lots of federal census):

Since we now have 2010 data for Idaho, I'd say skip those 2 counties.
