update Greenland admin-1s (recent re-organization) #519

For admin-1s in Greenland, geometry and attributes should be modified to reflect reorganization of administrative districts (2009, then 2018)

Also, attributes should be modified so that type_en is not null, incorporated municipality features should have type_en=Municipality

The 2018 Greenland administrative redraw is reflected by ISO 3166-2:

effective date of change: 2018-11-26 summary: Deletion of municipality GL-QA; Addition of municipality GL-AV (Avannaata), GL-QT (Qeqertalik)

My impression is that the Avannaata and Qequertalik subdivisions were just carved out of the old Qaasuitsup subdivision, but that's just an impression.
