2 Regions in Chile Are Either Missing or Misspelled #549

A Chilean region has a minor spelling issue, and should be changed based on the below sources. The region name is "Bío-Bío," but the name should be changed to be read as "Biobío." This change should happen on ne_id 1159313637 in the ne_10m_admin_1_states_provinces shapefile.

According to Wikipedia "Ñuble" was converted into a state in 2015. The website https://www.citypopulation.de/en/chile/cities/ shows that it's located in between Maule and Biobío (see the map below). NE data is missing for "Ñuble" in the ne_10m_admin_1_states_provincces shapefile and should be added based on the sources used for research.
