adm1 outdated divisions for Bangladesh #752

Bangladesh now has 8 divisions. Mymensingh (BD-H) was carved out of the northern part of Dhaka division. (GADM isn't up to date with this yet, although https://en.wikipedia.org/wiki/Divisions_of_Bangladesh has an updated map for comparison.)

In ne_10m_populated_places, Mymensingh's ADM1NAME value should be updated from Dhaka to Mymensingh, and it is now an admin 1 capital.

BD-C-H-border.zip Since this issue has been open for quite long, I decided to split the subdivision into 2 parts myself for a project I am working on. Attached a shapefile line that can be used to split the original Dhaka subdivision into Dhaka and Mymensingh, I aligned it with ne_10m_admin_1_states_provinces_lakes
