Indian Ocean and Southern Ocean have full-uppercase value for the fields label and name. Other entries are fine.

As long as we're on the subject:

ne_id = 1159119599 name = 'Prince ALbert Sound' (should be 'Prince Albert Sound')
name = 'Ross Sea' has an extra space in the middle
