when I try to download a file via the url:

https://www.naturalearthdata.com/http//www.naturalearthdata.com/download/10m/cultural/ne_10m_admin_1_states_provinces.zip

I get a web page with:

There has been a critical error on your website.

But a click on the link on the page works fine?

I think this is the same as issue #903. Note: your url works above. there must be something about programmatic access or copy-pasting that URL that is foiling us.
