Build instructions, please let me know if something is incorrect, I assumed that update-binary doesn't need to be rebuilt, but if it does, this should be rephrased.

Also added browser/TimeService for the CM13 update.

Please also post the CM13 release when you can as well! :)

Might instructions also be added to indicate how anyone can build the flashable zip?
