Try sending video lower resolution #1

Since we have a several second lag on the tablet, try lowering the resolution that we are sending from the Pi and see if we get better latency.

The delay that we have now is not terrible and can be used if needed, but lower latency is always nice.

this did not seem to make a difference. However, I'm also not sure if the resolution actually changed at all.
