Merge unconfirmed table and official table into one

Due to when an unconfirmed service becomes official, the id of both is not the same at all thus the upvoted cannot link to the service.

So we must define a new flow to improve this feature. There manners are suggested:

• Update the action when something changed. For updating, action must contain more data to reduce the processing time
• merge the both into one and official service now will have the upvoted field.
