[cinc]: Replace `chef-workstation` in favour of `cinc-workstation` #19

Possible path forward in arch based systems to out of date client

cinc-workstation can be a way forward, having issues with named_run_list not being passed from the command line on os-x platform.

Works with chef-workstation, so will test on the manjaro to at least be able to move up the client version
