Restrict To Layer usability issue

When using the eyedropper in combination with the brush tool, there's now no way to see or set the 'restrict to layer' toggle, which doesn't affect the brush but does affect the eyedropper. You can work around it by switching to the eraser or whatever, is a bit odd tho
